One couple was waiting for final approval of their small business loan at the end of February 2020. They never expected a global pandemic to  derail their plans. Bevin and Troy Fink opened the Milex/Mr. Transmission auto repair store just off Church Street earlier this month, on Feb. 1, a year after they applied for their small business loan.  When the pandemic started spreading rapidly in the U.S. by March 2020, the CARES Act established the Paycheck Protection Program (PPP), which provides loans to help businesses keep their workforce employed during the COVID-19 crisis. The U.S. Small Business Association (SBA) began prioritizing PPP loans.    But this meant that the Finks were stuck waiting for the SBA loan approval they needed to get their business started.
